HOS To Release Coded Establishment Circulars Soon

 

A coded book containing extant Establishment circulars in the State Public Service will soon be made public by the Office of the Rivers State Head of Service.

            This was made known by the Head of Service, Barr. Samuel LongJohn in his Office in Port Harcourt while receiving a report from members of the Circulars Codification Committee.

The Committee was charged with the responsibility of codifying all Establishment Circulars, Civil Service Commission and Treasury Department Circulars that are in use in the State Public Service since the creation of the State.

            Barr. LongJohn, who urged members to commence the printing of the circulars, said the essence of the exercise was to maintain standards and avoid misinterpretation as well as prevent issuance of different versions.

            “The Public Service is a rule and regulation driven system and if we don’t have these rules in book form, people may interpret them in different forms and standards”, he noted.

            The Head of Service commended them for taking the assignment seriously and advised them to make concerted efforts in the collation of the remaining parts of the codification process.

            Earlier, the Chairman of the Committee, Mr. Lambert Ekwueme thanked the Head of Service for giving them the opportunity to serve, stressing that the outcome of their work would stand out as a legacy in the Service.

            Mr. Ekwueme, who is also the Permanent Secretary, Service Welfare in the Office of the Head of Service, described the task as enormous.

He added that collation of the circulars, which are in four volumes, span through a period of 46 years.

            The Chairman, who presented three copies of each volume to the Head of Service, said volume one covered circulars issued between 1969 and 1980, while volumes 2, 3 and 4 covered 1981   1990, 1991  2000 and 2001  2013 respectively.

            Mr. Ekwueme, explained that with the submission of the Establishment Circulars, the Committee would start work on the collation of circulars issued by the Civil Service Commission and Treasury Department of the Ministry of Finance.

He expressed the hope that the Establishment Circulars would be made available to Public Servants by 2013 Civil Service Week Celebrations coming up in June.

            The Circulars Codification Committee was inaugurated in December, 2012 by the Head of Service with the mandate to codify all extant circulars and rules guiding the operations of the Public Service with the intent to enable Public Servants and politicians have access to them.
