Rivers Payroll To Reflect Input On Nominal Rolls

The Head of Service Barr. Samuel LongJohn has stated that with effect from September 2013, payrolls of workers in the Rivers State Public Service will be prepared in line with the input on nominal rolls submitted by the various Ministries, Departments and Agencies (MDAs). Barr LongJohn stated this in Port Harcourt at a meeting he held with Permanent Secretaries and Heads of Extra-Ministerial Departments entitled to the Consolidated Health Salary Structure (CONHESS).

Head of Service (HOS) who described nominal roll as the bedrock of the payroll process, said it will be prepared in departmental format, according to the input and order on the nominal rolls submitted. He, however, accepted the request that nominal rolls of the health sector workers should be submitted in Directorate format with the inclusion of the station of the Staff to avoid duplication of names in view of the frequent postings of Staff in the sector.

Barr. LongJohn explained that CONHESS is exclusively for health workers and other staff working in Clinics and Hospitals and advised that the correct information be provided on the nominal rolls to avoid misapplication or omissions. On complaints of non-payment of some allowances, the Head of Service pointed out that in view of the consolidated format of the salary structures, most allowances are embedded in the salaries.

The HOS advised the management of the affected MDAs to ensure that all workers in their MDAs get their pay slips to enable them compare their salaries with what is on the salary chart. He noted that workers in the health sector have come to appreciate the fact that the ongoing salary verification exercise was not aimed at cutting their salaries but to ensure that they are paid their rightful entitlements.

Barr. LongJohn added that the only issue now at stake borders on complaints about stepping down on grade levels which would be sorted out in due course. In their separate contributions, the Chief Medical Director of the Hospitals Management Board (HMB), Dr. O.N. Iragonima, the Executive Secretary of Primary Health Care Management Board, Dr. Claribel Abam and others who spoke, said the staff posted out of the Clinics and Hospitals to the Boards would be in a disadvantaged position as they would not be entitled to CONHESS.
